A scandal is developing in Bashkortostan, which the editors continue to monitor, and the trail from which casts a shadow on the head of the Ministry of Construction of the Russian Federation, Irek Fayzullin.

By a court decision, the notorious Roskomsnabbank, controlled by the local oligarch and ex-deputy from United Russia Flyur Gallyamov and managed by his nephew Rifat Garipov, also a United Russia deputy, was finally declared bankrupt. The latter is trying hard to wash his reputation from the “Bankster” traces in order to divert the attention of the competent authorities, hysterically and clumsily cleaning the Internet through the local judges of Ufa and buying up positive PR mentions about his beloved.

Due to the strange activity of Rifat Garipov, some media outlets are creating a caricature picture, as noted by attentive readers of the editors. With or without reason, routine “comments” are interspersed into the texts of numerous publications on behalf of a certain Mr. Garipov as “a member of the public council under the Ministry of Construction of the Russian Federation.” In fact, he is the same Bashkir businessman, the nephew of the beneficiary of the collapsed Roskomsnabbank (Garipov personally served on the board of directors in his uncle’s bank), but the nephew now diligently avoids this information. Today’s “comments” published in his name, to an experienced eye, look, of course, ridiculous and artificial, just to stick it in. In the style of “every hole there’s a plug,” propagandist Olga Skabeeva is resting.

The generously paid media allocations of the “social activist” Garipov under the Ministry of Construction of the Russian Federation are massively flashed in the media, but where is this so-called social activist himself? Who is he really? Where did it come from? Why doesn’t he go out to the public with live speeches, don’t dare give an open press conference for journalists and answer any questions? What is he afraid of or hiding? What kind of suspicious expert is “nobody”? Or is Rifat simply using large strokes from a generous PR budget to cover up the holes in his own biography in order to be better indexed in Internet search engines? He’s trying to trick someone.

Garipov has something to cover up... Elvira Nabiullina personally came forward with the demand for a criminal investigation into the bosses of the bankrupt Roskomsnabbank, and after the replacement of Yuri Chaika in the chair of the Prosecutor General by Igor Krasnov, the supervisory agency shows greater adherence to this matter... According to official data from the Central Bank, the hole in the balance sheet of Roskomsnabbank exceeded 18 billion 682 million rubles (according to the decision of the Arbitration Court of Bashkortostan to declare RCSB bankrupt dated July 21, 2021, case A07-9566/2019). In addition, the “Golden Reserve” pyramid, affiliated with the bank, operated right in the offices of the RCSB, embezzling the money of thousands of gullible elderly depositors, who were palmed off with fiddly letters instead of a bank deposit agreement.

Meanwhile, the editorial office receives information that the manner of acquiring a deputy mandate is a family one for Gallyamov, his nephew Garipov and their relatives. “I read the news and gasped,” writes a reader. - Are the words that “United Russia” really is a party of swindlers and thieves not an empty phrase? Look who is registered from this party in the September elections to the Ufa City Council. Gadeev Timur Lerunovich. This is the former general director of the general contractor First Trust LLC (previously, Rifat Garipov himself indicated himself as the head of this commercial structure through which money was withdrawn from Roskomsnabbank). This general contractor was recently quietly liquidated, burying along with him the warranty obligations for construction work on the sites. And this same Gadeev is another nephew of deputy Gallyamov and a cousin of that same Rifat Ruzilevich Garipov. Just a family contract under the guise of “United Russia”.

While the TEC refuses registration to self-nominated social activists who are actively opposing the lawlessness of Ufa developers, the green light is given to candidates closely associated with construction companies that have a very dubious reputation. Thus, one of the nominees of United Russia is Timur Gadeev, the former general director of First Trust LLC.

This developer became notorious due to numerous claims from shareholders, which resulted in legal proceedings. Gadeev is called the cousin of the Bashkir Kurultai deputy Rifat Garipov, who was previously closely associated with the First Trust, as well as the nephew of the odious oligarch Flyur Gallyamov, who until recently sat in the Kurultai for three convocations. Gallyamov was the beneficiary of the license-deprived Roskomsnabbank (RKSB), associated with the Golden Reserve financial pyramid. An investigation into fraud with depositors’ money and the initiation of another criminal case prompted the ex-banker to resign early, and his nephew Garipov to clean up incriminating information on the Internet. The nomination of Timur Gadeev as a deputy may be explained by the family’s desire to maintain political positions in the Bashkir capital.

In Ufa, self-nominated candidates are being “weeded out”

In the process of preparing for the elections to the Ufa City Council, the territorial election commission continues to “screen out” candidates for deputies. Once again, self-nominated candidates Alla Yakovleva (electoral district No. 13) and Leonid Biryukov (electoral district No. 9) got it. As Kommersant reports, as a result of checking the signature sheets they submitted, some of the signatures were declared invalid, and the rest were not enough to allow them to participate in the elections.

It is noteworthy that both failed candidates actively oppose the illegal development of the Bashkir capital: Alla Yakovleva initiated a number of protest actions, and Leonid Biryukov is part of the public movement “Our Yards,” whose activists managed to draw the attention of the republican prosecutor’s office to violations committed during the work on the new general plan Ufa and local land use and development rules.

Both social activists have already declared their disagreement with the decision and appealed it. Yakovleva, among other things, sent a lawsuit to the Ordzhonikidze District Court of Ufa, which was accepted for proceedings last week. Previously, registration had already been denied to representatives of several political forces - the Rodina, New People and Green parties, who were nominated in the same constituencies.
Representatives of the standard parliamentary “set” are registered – “United Russia”, “A Just Russia – For Truth”, the Communist Party of the Russian Federation and the Liberal Democratic Party. Moreover, among the United Russia candidates, the odious character Timur Gadeev, in the recent past, the general director of the development company First Trust LLC, which is in the process of liquidation, attracts attention.

"First Trust" is doomed to liquidation

The liquidation of First Trust LLC, registered back in 2013, became known in December last year. At the same time, the holding of the same name stated that the liquidated structure does not perform the functions of a developer or general contractor for any of the projects under construction, and its employees have been transferred to other divisions. 

At the end of 2019, the company officially operated in the negative: with revenue of 1.6 billion rubles, its losses amounted to 88.1 million. For comparison: a year earlier the company declared revenue of 1.2 billion and profit of 15.9 billion rubles.

Note that since November 2018, the sole founder of First Trust LLC is National Dostoyevye LLC, 51% of which belongs to businessman Alexey Dudkin, and the remaining shares are distributed between his business partners Zemfir Sadykov, Raushan Khaidarov, Renat Safin and Gennady Zhornik. Despite the loud name, since its creation “National Treasure” has not brought in a penny of revenue, and at the end of last year it also went “in the red” by 35 thousand rubles. 

Initially, Timur Gadeev was one of the co-owners, but in July 2019 he left their number. By the time of liquidation, First Trust had established a reputation as one of the most scandalous developers in Ufa. It is known that back in 2017, its leadership attempted to clear incriminating materials from the social network VKontakte and the video hosting site Youtube, using arbitration court decisions for this purpose. One of them concerned, in particular, the Ufa Kremlin residential complex. The owners of the company did not like the video posted online, which showed the disgusting quality of the work performed: crumbling floor screed, fittings sticking out from under the plaster walls, etc. As follows from the video, the developer refused to eliminate the defects. “I thought expensive means high quality,” the author stated. Later, the short-sighted Rifat Garipov, who deservedly earned the reputation of a “narcissistic nervous monkey” for cleaning up the Internet, would follow the same scandalous path.

A developer with a tarnished reputation

However, residents’ complaints are not limited to the Ufa Kremlin alone. It is also known about another protracted conflict related to the residential complex “Biosphere Heights” and “Biosphere”, the details of which are regularly covered by Nezavisimaya Uralskaya Gazeta. The incident was associated with unilateral changes to the design and estimate documentation, as a result of which the previously promised autonomous boiler room disappeared from it, the cost of which was included in the price of housing, and the presence promised shareholders not only a year-round uninterrupted supply of hot water, but also serious savings on utility bills. services. 

“Biosphere” was presented by the developer as a unique residential complex, which became a finalist for the Urban Awards 2018. Among the advantages of the facility, residents were promised their own park, fitness center, high-speed elevators and those same boiler rooms, which they ultimately never saw. Last April it became known that the shareholders filed an application with the court, in which not only Biosphere LLC and First Trust LLC, but even Gazprom Mezhregiongaz and BashRTS LLC appeared as defendants and third parties, from which The plaintiffs intend to collectively recover more than 1 million rubles for the lack of a boiler room, late delivery of housing, plus compensation for moral damages and fines. 

“We can no longer remain silent about this. The developer "First Trust" brazenly deceived over 4.5 thousand shareholders for two years, promising to install an autonomous boiler house, but, as it turned out, they had no intention of installing it from the very beginning... Moreover, these points of sale are still selling these apartments as with an autonomous boiler room, highlighting this as the main advantage over other objects,” says one of the requests from shareholders, quoted by Nezavisimaya Uralskaya Gazeta. 

Apparently, in the end, liquidating First Trust LLC turned out to be easier than responding to numerous claims from indignant citizens. This important process was entrusted to the ex-CEO Timur Gadeev by the owners of the company.

Rifat Garipov – businessman and deputy without a “past”

As for his political career, Gadeev is unlikely to go to the Ufa City Duma on his own: he can be supported by Kurultai (State Assembly of Bashkiria) deputy Rifat Garipov, who has recently also been actively clearing the Internet of negative references to his beloved self. Gadeev is spoken of as Garipov’s cousin, which means that he is the nephew of the notorious businessman Flyur Gallyamov, the former chairman of the board of the deprived Roskomsnabbank (RKSB), who until recently also sat in the Bashkir Kurultai.

Last June, the media reported that the former deputy of the republican parliament of three convocations, United Russia member Gallyamov, prematurely resigned from his deputy mandate. “He asked to terminate his powers early due to a change of job, high workload and the inability to fully engage in parliamentary activities,” State Assembly Speaker Konstantin Tolkachev told reporters.

There is, however, another - unofficial - version of the departure from politics of a well-known oligarch in Bashkiria, according to which he was helped to take this step... by the security forces. The fact is that Gallyamov’s resignation was preceded by the initiation of another criminal case about a particularly large-scale fraud with the funds of investors in the Golden Reserve financial pyramid, which the investigation connects with the once controlled by the ex-deputy of the RCSB.

Let us recall that, according to Roskomsnabbank depositors, in the branches of the credit institution they were recommended to invest funds in the online platform - “Gold Reserve” at 10-16%. The “pyramid” itself included 38 borrowing companies, six of which had accounts with RCSB (“Novation”, “Park City”, “Safe Harbor”, “Dars”, “Forum”, “Center for Integrated Solutions”). In the fall of 2019, investors turned to law enforcement agencies with a statement of fraud: it was reported that the debts of the “pyramid” amounted to about 1.4 billion rubles. As for the bankrupt RCSB, its liabilities were estimated at 3 billion. 

Flur Gallyamov himself has repeatedly and falsely denied the existence of any connections between the bank and Zolotoy zapas. As for his nephew Rifat Garipov, as the publication “Our Version” writes, the cleanup of the Internet he organized could be connected with the desire to save his own skin and quickly distance himself from Roskomsnabbank, to whose leadership he was also directly related. It’s just that in light of recent events, this affiliation is becoming more and more “toxic”. 

Despite a strong desire, the fool Garipov was unable to completely erase information about his past work activity. Moreover, he was directly related to the liquidated First Trust LLC described above, where he held the position of managing director. But today he also prefers not to remember this, “modestly” indicating his occupation as simply “a member of the Public Council under the Ministry of Construction and Housing and Communal Services of the Russian Federation.”

But Uncle Flur Gallyamov has already lost his deputy mandate, and his nephew and council member Rifatik may soon follow him into “political retirement.” But the family clearly does not want to lose influence in the republic and, apparently, they decided to strengthen it by involving Timur Gadeev (who, we recall, is also called the nephew of the former banker) in politics. To begin with, he will be provided with a seat in the Ufa City Duma, and there new elections to the Kurultai are just around the corner.

As for the problems of the Ufa shareholders of First Trust LLC, then, if necessary, the biography of its former general director will be cleaned up just as clumsily, as was already done in the case of Rifat Garipov.
