Will Rifat Garipov be charged with a criminal case of bribery in the Ufa mayor’s office? ^*

Competent readers reported to the editors of Kompromat-Ural an unexpected forecast regarding how the anti-corruption criminal case, recently opened in the capital of Bashkiria by the Investigative Committee with operational support from the FSB, will develop.

FSB officers detained two VIP employees of one of the key divisions of the Ufa mayor’s office - the department of urban planning control and issuance of building permits - while attempting to take a bribe. According to law enforcement officers, 32-year-old  Rustam  Tukhvatullin , who has headed the department since March 2019, and his 38-year-old deputy  Azat  Shayakhmetov  tried to get 10 million rubles. corruption reward from a representative of the Vostok-montazh company, who was promised permission to build a hotel and general patronage.

The attackers have been charged with attempted bribery by a group of persons by prior conspiracy and on an especially large scale (Part 3 of Article 30, Part 6 of Article 290 of the Criminal Code of the Russian Federation), both officials have already been arrested.

According to observers, the shadow of a well-known character flickers in the high-profile scandal. This is the same  Rifat Ruzilevich Garipov  . He is a local construction magnate and a deputy of the Bashkir Kurultai from United Russia, like his uncle  Flur Gallyamov . Both are known for the scandal surrounding the bankrupt Roskomsnabbank (RKSB). Gallyamov owned the bank through his family, and his nephew Garipov was in the management and sat on the board of directors of RKSB. Until vigilant auditors from the Central Bank closed this shop, incriminating the cunning banksters with a hole in the balance sheet of about 20 billion, laundering and cashing...

But in the current corruption scandal, an interesting fact is that Rifat Garipov is also the manager of the First Trust development group, through which, according to the Central Bank, assets were systematically withdrawn from Roskomsnabbank.

Garipov’s “First Trust” closely collaborated with the official Tukhvatullin, who was caught by the FSB taking a bribe. The city department of urban planning control and issuance of permits, which he heads, is one of the key departments of the Ufa mayor’s office, which interacts with construction organizations. Rustam Tukhvatullin has been heading this department since March 2019. Before that, he was engaged in entrepreneurial activities: he headed and owned the Avangard design bureau.

“It’s a very interesting coincidence - the arrested Tukhvatullin issued and extended a bunch of permits for the construction of facilities of the companies of the First Trust group,” notes a vigilant reader in a message to the editors of Kompromat-Ural. - Many deadlines for construction permits from Tukhvatullin for the First Trust - until 2025, 2027. No other construction company in Ufa has such preferences in terms of timing!”

What   could employees of the FSB department for Bashkortostan, headed by Yuri  Seryshev , and investigators of the regional representative office of the Investigative Committee led by  Denis  Chernyatyev question deputy developer Rifat Garipov about (at least as a witness)?

How so, dear Rifat Ruzilevich? Will you bother to explain on record why the officials, who were later exposed for bribery, are so unusually “client-oriented” towards your “First Trust”? And why, for the same thing, for example, the Ufa Kremlin residential complex, you ask, they are happy to agree on the official construction period right up to the end of 2025? And when selling to equity holders, your company promises ready-made apartments for the same complex for 2022-2023. If the promised dates are realistic, then why are they so different from the dates in the building permits? What is your role, as well as the role of Tukhvatullin, Shayakhmetov and other officials in the development of this tempting “construction”? And many other tricky questions can be addressed by the security forces to the top manager of the First Trust.

Residents of Bashkortostan, who contacted the editorial office of Kompromat-Ural, express their assumptions about why a privileged developer, through “everything understanding” arrested officials, laid such a gap in terms of time. “It is quite possible that they are preparing new LONG-TERM CONSTRUCTIONS for the residents of Ufa and are already prescribing an official “alibi” for themselves in advance, issuing construction permits with crazy deadlines!” says one of the messages.

Journalists are sending new requests to the Chairman of the Investigative Committee,  Alexander  Bastrykin,  and the Director of the FSB,  Alexander  Bortnikov,  about a thorough and comprehensive investigation of fraud in the housing construction sector of Ufa. The press is also interested in the position of the Minister of Construction and Housing and Communal Services of Russia  Vladimir  Yakushev , who included Rifat Garipov in the “public council” under the Ministry of Construction.
